Organised insurance fraud investigation and loss recovery

Agent fraud investigation and loss recovery for an insurance company

Anonymised case · Professional reference

Background and challenges

A major insurer identified abnormal policy renewal rates among certain agent teams, raising serious suspicions of inflated commissions obtained through fabricated performance and false commission rebates. The suspected conduct was concealed and coordinated, with fragmented evidence that conventional internal investigations struggled to connect.

Approach and implementation

The project team adopted a tiered strategy centred on negotiated recovery, supported by civil litigation and potential criminal proceedings. In-depth investigation established core fraud evidence and uncovered related evidence of suspected offences, including forged company seals and fabricated industry credentials. The resulting evidence and potential legal consequences supported negotiations and encouraged voluntary repayment.

Outcomes

The individuals and their team voluntarily repaid several million yuan in illicit proceeds in a single payment, enabling rapid loss recovery. The case also strengthened compliance deterrence across the agent channel and prompted improvements to commission risk controls and abnormal renewal monitoring.

Lessons for international cooperation and governance

For cross-border insurance intermediaries and overseas policy commission fraud, cross-border fund tracing, adaptation of evidence across jurisdictions and international judicial cooperation can support a regional insurance anti-fraud response network.
