On 4 February 2026, the Chinese Red Culture Association and HKAML signed a strategic cooperation agreement focused on green energy development and green financial security, encouraging cross-regional cooperation by diverse social organisations to support the global green transition and financial stability.
The Chinese Red Culture Association works on the research, preservation and international dissemination of Chinese red culture and overseas Chinese history, as well as public-interest initiatives and cross-regional cooperation. Its network includes more than 500 overseas Chinese associations, connecting communities, schools and grassroots organisations. It has experience in resource coordination, cooperation platforms, compliance review and local networks, supporting cultural exchange and civic cooperation between China and other countries.
HKAML focuses on financial security and compliance governance, with capabilities in AML research, compliance capacity building, risk identification methods and public-interest communications.
The parties propose establishing a Global Green Energy Foundation, a provisional name, under Hong Kong law. Its priorities would be public-interest support for green energy and initiatives for green finance security, including public education, capacity building, knowledge resources and public goods.
Supporting organisation: the Shanghai Cooperation Organisation Business Council. Established by a joint decision of member-state heads of state, the Council brings together business and financial representatives to advise SCO leadership on trade and investment cooperation and support multilateral projects.
Participants included association Chairman Li Hongji; He Beisheng, daughter of General He Bingyan; Huang Zheng, son of General Huang Yongsheng; Wang Nansheng (Wang Xiaodian), son of Major General Wang Wenxuan; six lifetime honorary advisers including Xie Changping, Wu Lu and Pan Lidong; HKAML Chairman Zhang Chuantao; Xu Hongbo, Deputy Director of the SCO Business Council and co-founder and Chief Scientist of the SCO Digital Innovation Centre; and Zhao Xiaoyue, co-founder of a global green energy RWA trading platform, among other guests.
The parties will develop working mechanisms and annual plans under the agreement, implement the work steadily, and communicate progress through formal announcements, themed events and public-interest outreach to build broader support for green development and financial security.
